A compass rose is a diagram showing the cardinal directions and the points in between. Its meaning as a tattoo follows directly from its function:
Before the magnetic compass, Mediterranean sailors navigated by the prevailing winds, each of which had its own name. The compass rose was born as a diagram of those winds around a central point — which is why it’s called a “wind rose” in many languages, including Spanish (rosa de los vientos).
The classical Mediterranean used eight main winds whose names still survive along many coasts:

The portolan charts of the late Middle Ages, many drawn in workshops in Majorca, Genoa and Venice, filled maps with compass roses radiating rhumb lines. The Catalan Atlas of 1375, attributed to the Majorcan cartographer Cresques Abraham, contains one of the oldest surviving compass roses on a map.
Over time the rose was divided into 16 and then 32 points, and it was incorporated into the compass card. Two decorative details became standard: a fleur-de-lis marking north and, on some old charts, a cross marking east, toward the Holy Land.
Not exactly, though in tattooing they’re often used interchangeably.
A compass tattoo emphasizes the search (the needle moves, seeking north), while a compass rose emphasizes the inner map: you already know the directions; you just have to choose. Some people combine both or draw the needle pointing toward a direction with personal meaning.
